The present invention relates to a method of manufacturing quick-hardening polymer hybrid concrete for manufacturing a small-scale secondary concrete product and concrete thereof, the method comprising: a first step of preparing a retarder aqueous solution by mixing a retarder with a color additive in water in a predetermined ratio; a second step of preparing mixed cement by mixing quick-hardening cement, silica fume, a polymer powder, geotextile, and a fluidizing agent in a predetermined ratio; a third step of preparing a blended material by blending aggregates, hollow filters, and polymer emulsion in the retarder aqueous solution in a predetermined ratio; and a fourth step of blending the mixed cement with the blended material in a predetermined ratio.
