The present invention relates to a method for producing a catalyst for an oxygen reduction reaction by inducing oxygen deficiency using manganese oxide, which is advantageous for an electrochemical reaction among transition metal oxides used as electrode materials and catalysts. More specifically, provided is a method for producing a catalyst having increased activity of an oxygen reduction reaction by providing partial oxygen deficiency by preventing the deficiency of manganese metal and oxygen atoms through proton beam irradiation.
