An object of the present invention is to provide a method for manufacturing a structural color substrate which can be encrypted by including more diverse and complex patterns to improve security and to be easily manufactured. In the method for manufacturing the structural color substrate and a security verification system using the structure color substrate manufactured thereby, the method for manufacturing the structural color substrate comprises the following steps of: disposing an upper substrate on a base substrate; forming a first pattern to display a first color using quantum dots on the upper substrate; and laminating at least one structural color layer on the upper substrate on which the first pattern is formed. According to stacking of the structural color layer, the first color of the first pattern is changed and displayed.
