A method for manufacturing a platinum-based alloy catalyst comprises the following steps: forming a carbon-supported platinum-based alloy catalyst (Pt-M/C) by supporting platinum (Pt) and a heterogeneous metal (M) on a carbon (C) support; and supplying reaction gas to the Pt-M/C so as to rearrange a particle structure and heat-treating the same thereafter. A pulse injection method can be conducted, which is to supply the reaction gas to the Pt-M/C multiple times.
