Provided are an IoT-based recording management device and a system including the same. The IoT-based recording management device comprises: a plant growth and development unit divided into a plurality of zones, disposing greening plants in each zone to be grown and developed, and measuring and controlling a growth and development environment of the greening plant for each zone; a sensing unit measuring the growth and development environment of the greening plant from a plurality of sensors arranged in each region of the plant growth and development unit; a communication unit transmitting measured growth environment information to an external device and receiving a growth and development environment control command from the external device; and a growth environment controller configured to adjust the growth environment of the green plant based on the received growth environment control command.
