The present invention relates to a CF_4 plasma surface modification method of high density polyethylene (HDPE) polymer powder using a fluidized bed reactor. An HDPE solid retention applied to the surface modification is preferably 0.003 or less. Power applied to the fluidized bed reactor by an rf power generator is preferably 150 to 200 W. Also, treatment time of the HDPE powder by CF_4, become plasma by glow discharge, is 50 to 18 minutes or less. Accordingly, process conditions are optimized, surface of the HDPE powder is efficiently modified, and thus hydrophobicity can be improved.
