According to the present invention, a building energy efficiency rating is applied to some areas according to land usage in urban planning, and an energy load is applied to the remaining areas so as to calculate the energy requirements, so that an energy demand is recognized more accurately, and an optimal energy supply plan is selected in consideration of energy consumption together with cost efficiency. In addition, energy demands differentiated for each building energy efficiency rating are recognized, so that a scale of energy facilities is able to be differentiated. Further, a target value of a building energy efficiency rating in a city is set, and an energy supply amount that satisfies the target value is planned. In addition, a life cycle cost, a carbon emission cost, and an increase/decrease cost when applying the building energy efficiency rating for each alternative are reviewed, so that a final supply plan for each energy source is selected in consideration of the energy consumption together with the cost efficiency. An urban energy supply planning method includes: an input step; a rating-applied primary energy requirement calculation step; a rating-unapplied primary energy requirement calculation step; an annual energy consumption calculation step; a maximum supply ratio calculation step; an energy source-specific supply plan calculation step; and a final plan selection step.
