Further, a target value of a building energy efficiency rating in a city is set, and an energy supply amount that satisfies the target value is planned. In addition, a life cycle cost, a carbon emission cost, and an increase/decrease cost when applying the building energy efficiency rating for each alternative are reviewed, so that a final supply plan for each energy source is selected in consideration of the energy consumption together with the cost efficiency.
