The present invention relates to a cosmetic composition having skin whitening and wrinkle amelioration effects, a cosmetic composition containing the composition and a method of manufacturing the same. More specifically, the present invention is useful by having a skin whitening effect, a wrinkle amelioration effect, and a cell protection effect since the cosmetic composition is prepared by using B16-F110 and HS68 cell lines and the hot water extract after obtaining the hot water extract using common Glehnia littoralis leaves.
