Disclosed are a composite wastewater treatment system and a composite wastewater treatment method using the same, wherein the composite wastewater treatment system comprises: a persulphuric acid reaction tank which oxidizes COD-inducing components to CO_2 by using persulfate and separates T-N into ammonia nitrogen (NH_3-N) in a co-inducer of COD and T-N, such as ethanolamine (ETA) contained in a pre-treated concentrate or raw waste water; a subchloride reaction tank which oxidizes sodium hypochlorite (NaOCl) treated and separated by the persulphuric acid reaction tank to a nitrogen gas (N_2); and an electrolysis tank which electrolyzes chlorine ions (Cl^-) remaining in treated water treated in the subchloride reaction tank to be converted into sodium hypochlorite (NaOCl) so as to oxidize remaining ammonia nitrogen (NH^3-N) into a nitrogen gas (N_2) and simultaneously oxidizing partial COD.
