The present invention relates to a concrete block using a pipe cooling technology when curing concrete, and a method of manufacturing a concrete block, wherein a pipe that moves cooling water inside the concrete block is formed by interconnecting holes made by separating a steel pipe from the concrete block through an operation of pulling a screw connected to a screw thread provided in the steel pipe to be buried inside, and the separated steel pipe can be reused in the construction of other concrete blocks.
