Disclosed are a motion recognition apparatus for recognizing macro motion and micro motion, and a method thereof. A motion recognition method comprises the steps of: extracting target information indicating a radar detection result for a target by processing a reflected signal whose radar signal is reflected to the target; recognizing macro motion of the target by tracking a movement trajectory of the target in accordance with target information; removing a Doppler component corresponding to the macro motion of the target from the reflected signal; extracting micro motion information of the target based on the reflected signal from which the Doppler component corresponding to the macro motion is removed; and recognizing the micro motion of the target based on the micro motion information.
