A method and apparatus for cooperatively split encoding for a region-based filter are provided. The apparatus includes a video encoder 100 that encodes image data for a plurality of regions in a picture. The video encoder 100 includes a plurality of filters that filter the image data based on region division information for the plurality of regions. The region division information for the plurality of regions is shared among the plurality of filters.
