The present invention relates to a system for calculating a congestion index through identification of a traffic amount and the number of passersby, comprising: a billing settlement server connected to a post-paid credit card and a pre-paid credit card to use input information according to a use of a transportation means; a communication company server connected to a mobile phone or a navigation to use the location information of a current or a desired area; a traffic amount detection unit installed at a high altitude of a measurement area to confirm a traffic direction or a traffic amount and the density of a vehicle; and a congestion index calculation server installed with a program which checks the traffic amount and population density in real time by being connected to the traffic amount detection unit, the billing server, and the communication company server.
