An embodiment of the present invention comprises: a local disaster monitoring unit installed in each region, and notifying a smart city care control server of a disaster occurrence event when a disaster in a region is detected; a risk detection monitoring unit installed in hazardous facilities and in hazardous locations, and notifying the smart city care control server of a socially weak risk event when a risk of the socially weak including physically handicapped persons, mentally handicapped persons, elderly persons, infants, and children is detected; a child return home monitoring unit notifying the smart city care control server of a child return home route departure event when a child enters a different route by leaving a pre-registered return home route; a user smartphone notifying the smart city care control server of an emergency situation event using an application when requested by a user facing an emergency situation; and the smart city care control server performing a disaster relief mode when receiving the disaster occurrence event, performing a risk prevention guidance mode when receiving the socially weak risk event, performing a child safe-return-home guidance mode when receiving the child return home route departure event, and performing an emergency situation handling mode when receiving the emergency situation event. Therefore, the present invention can provide a smart city care system capable of preventing crimes and accidents by using a BLE reader.
