The present invention provides a multiple simulated target signal generating apparatus, which comprises: a memory unit storing waveform information supplied from the outside; a main FPGA generating multiple simulated target signals using the waveform information stored in the memory unit; a communication control module including a digital high frequency memory device including a plurality of DACs converting multiple simulated target signals provided by the main FPGA into an analog signal and inputting and the waveform information from the outside to provide the waveform information to the digital high frequency memory device; and a converter inputting the multiple simulated target signals from the digital high frequency memory device and converting the frequency to output the frequency to a terrain contrast navigation device.
