The present invention relates to a water saving urinal with a sterilizing and deodorizing water generating device, which is provided for supplying sterilizing and deodorizing water generated by mixing two kinds of liquid chemical and water to be generated by the sterilizing and deodorizing water generating device to a urinal as the cleaning water. The present invention also relates to a sterilizing and deodorizing water generating device used therein. According to the present invention, heat of dissolution generated when sodium hypochlorite which is the first liquid chemical and hydrochloric acid which is the second liquid chemical are mixed is cooled by the water introduced in a hydraulic cylinder.
