In response to sensor data received from a sensor mounted on the autonomous vehicle, the surrounding environment is recognized based on the sensor data. The surrounding environment includes a plurality of sub-environments. The identified driving scenario handler is called to determine individual driving conditions within the sub environment. The route segment is planned based on the overall driving conditions of the surrounding environment, and the route segment is one of a plurality of route segments associated with the route.
