The present invention relates to an ozone generating apparatus capable of controlling the amount of ozone generation by frequency variation, which varies a frequency of an ozone generating apparatus to control the electrostatic capacity so as to control the amount of ozone generation of the ozone generating apparatus by several stages, and to reduce reactive power consumed in accordance with the frequency, includes a plurality of modules using a small-capacity ozone generating apparatus and an oxygen generating apparatus as one module, and controls on/off of the ozone generating apparatus and the oxygen generating apparatus forming the modules in a selective, stepwise, and circular manner after connecting the modules in parallel with each other to adjust the amount of ozone generation in various schemes.
