The present invention relates to a two-package type anti-slip thermal barrier pavement material and a manufacturing method thereof. The two-package type anti-slip thermal barrier pavement material includes: a main agent part, with respect to 100 parts by weight of polymethyl methacrylate (PMMA), including 50-300 parts by weight of acrylic-based reactive monomers, 100-300 parts by weight of inorganic fillers, 5-30 parts by weight of silicon oil, and 1-20 parts by weight of surface-reformed thermal barrier particles; and a curing agent part, with respect to 100 parts by weight of peroxide-based polymerization initiators, including 50-200 parts by weight of azo-based polymerization initiators. The surface-reformed thermal barrier particles are of at least one kind selected from a group comprising a metal oxide of which the surface is coated with perhydro-polysilazane and a pigment of which the surface is coated with perhydro-polysilazane. Therefore, the thermal barrier pavement material is capable of securing improved anti-slip performance and abrasion resistance.;COPYRIGHT KIPO 2020
