The present invention relates to a non-vectoring composition for controlling plant diseases, comprising polyethylene glycol, skim milk, and useful microorganisms as active ingredients, and to a method for controlling bee-mediated plant diseases, comprising a step of treating the composition to bees. The non-vectoring composition improves effects of the useful microorganisms.
