An objective of the present invention is to provide a highway traffic control system which is capable of controlling highway traffic flow in real time even in an unexpected situation. The highway traffic control system according to an embodiment of the present invention includes: a learning-required data generation unit generating simulation scenarios with respect to the traffic of a highway based on past traffic data of the highway, and building optimum control method data for controlling a traffic control facility of the highway with respect to each of the simulation scenarios by using simulation reproduced in accordance with the simulation scenario; a road situation prediction unit generating a traffic prediction scenario on the highway by using machine learning based on the traffic data of the highway; and an optimum control unit conducting artificial neural network learning based on the optimum control method data, deriving traffic control strategy data for optimum control of the traffic control facility through an artificial neural network with respect to the traffic prediction scenario based on a weighted value updated in accordance with the result of the artificial neural network learning, and providing the traffic control strategy data for a management server controlling the traffic control facility.;COPYRIGHT KIPO 2020
