PROBLEM TO BE SOLVED: To provide a system capable of quickly structuring a temporary road control center covering control service to continue regular control service at a relevant place when the control service of a road control center is troubled due to disaster.;SOLUTION: Each of collection system facilities 11, collection and transmission system facilities 12, and provision system facilities 13, a plurality of data centers 2a, 2b, and 2c for analyzing and storing information collected by the collection system facilities 11, a plurality of road control centers 1a, 1b, and 1c for inputting an event on the basis of data stored in the data centers, and a plurality of management offices 8 are connected by an IP network 7.
