The retroreflective article can include an optical layer and an overlay. The optical layer can include an anterior and posterior surface, and can include a retroreflective optical element. The overlay can include a front surface and a rear surface configured to bond to the front surface of the substrate, such as an optical layer. The overlay can further include a graphic, allowing the graphic to be embedded against the front surface of the overlay. Methods of making retroreflective articles can include applying a graphic to the back surface of the overlay, and bonding the overlay with the graphic to the front surface of a substrate, such as an optical layer.
