Disclosed is a method and system for non-invasive control of a human learning/inference process at the behavioral and neural level using brain-based artificial intelligence technology. A non-invasive control system according to an embodiment includes the steps of implanting a model designed in connection with learning and reasoning of a user into artificial intelligence to learn a user''s behavior on knowledge data through a reinforcement learning agent; And controlling task variables related to the user''s learning and inference on the knowledge data based on the user''s learning mechanism derived based on the learned user''s behavior.
