The present invention relates to a nanoemulsion eye drop composition and a method of manufacturing the same, by increasing the solubility of the active ingredient cyclosporin and improving the stability of the eye drop composition by mixing cyclosporine, non-aqueous solvent, emulsifier, and aqueous solvent. The nanoemulsion ophthalmic composition according to the present invention has an average particle size of 200 nm or less, preferably 100 nm or less, and has a very narrow particle distribution. Therefore, it is possible to use it for eye drop because it is possible to remove bacteria, improve stability and clinically improve the effect of improving the feeling of foreign body and blurred vision.
