The present invention is a low-temperature calcined cement clinker comprising ilimit and calcium silicate, wherein the cement clinker is a low-grade limestone having a CaO content of 44 to 47% by weight, a fluidized bed boiler fly ash, bituminous coal flue gas desulfurization gypsum and alumina. A raw material composition containing a process sludge is pulverized to obtain a pulverized product, and a product obtained by firing the pulverized product at 1250 to 1350°C is proposed. The low-carbon, low-temperature firing type cement clinker of the present invention has a low firing temperature compared to the conventional ordinary Portland cement clinker, and thus has a small amount of carbon dioxide generated during manufacturing, and thus has an excellent greenhouse gas reduction effect. In addition, depending on the use, these cement clinkers may be pulverized to 2,500 to 4,500 cm2/g, or crushed products mixed with anhydrous gypsum and slaked lime may be used alone or as a mixture of 5 to 70% by weight in ordinary Portland cement. If it is, it can give functions such as expandability, fast-hardness, and high-strength to cement concrete.
