The non-powered pump device includes a main rotating shaft connected to a rotating structure rotated by wind, and a water pump operated by the rotating force of the main rotating shaft. The water pump includes a pump rotating shaft connected to the main rotating shaft and rotating as the main rotating shaft rotates, an impeller formed around the pump rotating shaft, and a water inlet and a water outlet in fluid communication with the impeller. The rotation causes the impeller to rotate about the center of rotation of the pump shaft, causing water flow from the water inlet to the water outlet.
