Heat meter is also supplemented with units for calculating density, specific enthalpy, mass flow rate, unit for direct measurement of volumetric flow difference, unit for calculation of difference of mass flow rates, mass block of heat carrier leaks withdrawn from water heat supply systems (WHSS). At the end of the return pipeline there is a valve. According to the disclosed method, heat energy and heat carrier weight are determined with allowance for components that have left with leaks in closed water heat supply systems. For this purpose, in the supply and return pipelines the following values are measured: volumetric flow rates q1, q2, temperature and pressure for calculating densities ρ1, ρ2 and specific enthalpy h1, h2, difference Δq volume flow rate q1, q2, difference Δρ densities ρ1, ρ2, difference of mass flows Δm = q1 Δρ + ρ2 Δq.
