Calculation processes are assigned to a plurality of calculation nodes while taking into account a priority dependency among a plurality of calculation processes, even if a period is longer than a period of the calculation process. In a distributed allocator, a generation unit (102) determines an order for executing the calculation processes based on the priority dependency (600), and generates a dependency condition equation that meets the deadline based on an execution time of the calculation processes and a data communication volume among the calculation processes. If the period is longer than the total period, the generating unit generates the dependency condition equation that does not assign another calculation process during the execution of an excess calculation process in the subsequent total period to the operation node to which the excess calculation process that is carried out after the total period is assigned.
