An image acquisition unit acquires image data in which an image from a normal monitoring target is captured. An image processing unit generates a plurality of duplicate pieces of image data by performing different image processes which cause a change in hue on the image data within an area which does not exceed a normal range of the monitoring target. A learning unit trains a model to output a value that is used to determine a normality of the monitoring target from the image data in which the image of the monitoring target is captured using the plurality of duplicate image data parts as training data.
