A high pressure tank capable of providing tensile strength and fatigue strength at the same time, and a method for manufacturing the high pressure tank are specified. The high-pressure tank 1 comprises a liner 10, a tire layer 21 and a spiral layer 22. The liner 10 consists of a cylindrically shaped trunk section 11 and coupling sections 12 which are arranged at both ends in the axial direction of the trunk section 11. In the tire layer 21, a resin impregnated fiber is wound in a tape-like winding and laminated to cover the trunk portion 11. An interfacial strength between the fiber and the resin on the tire layer 21 covering the body portion 11 has low fatigue strength and a high tensile strength compared to an interfacial strength between the fiber and the resin on the spiral layer 22 covering the dome portions 12.
