An oxygen storage amount estimating device estimates an oxygen storage amount of a catalyst disposed in an exhaust pipe of an internal combustion engine. The oxygen storage amount estimating device includes a storage device and a processing circuit. The storage device stores mapping data, that is, data specifying a mapping that uses a plurality of variables including at least one excess or deficit amount variable and a previous value of a memory amount variable as an input for outputting a value of the memory amount variable. The processing circuit executes a storage amount variable calculation process that repeatedly calculates a value of the storage amount variable based on an output of the mapping using the plurality of variables, and an operation process operating a predetermined hardware based on a calculation result of the storage amount variable calculation process. The mapping includes data learned through machine learning.
