The invention relates to a compacting device (10) adapted to be mounted mobile in the receiving space (25). It comprises: a column (30) adapted to be carried in the center of said reception space (25); a return block (42) rotatably mounted on said column (30); a compacting roller (44) having one end (43) rotatably mounted on said deflection unit (42); drive members for being able to simultaneously drive said deflection block (42) in rotation and said compacting roller (44) in rotation relative to said deflection block (42); and, cutting means (70, 76) comprising a shearing member (76) mounted on said column (30) and a shearing counter-member (70) mounted on said deflection block (42) adapted to cross said shearing member (76) at each turn of said return block (42).
