The present invention relates to an end mill on which an eccentric flat relief is formed. The eccentric flat relief (simply referred to as "ELF") has at least three flat relief surfaces continuously arranged along a path of an eccentric relief. As a result, the end mill, which combines the mechanical strengths of flat and eccentric relief, exhibits excellent rigidity and heat rejection characteristic. Figure for the abstract: Figure 2.
