A downhole assembly for tool actuation using pressure delay is provided. The downhole assembly can include a chamber 202, a pressure path 204, a pressure source 206, a member 210, an energy store 208 and a pressure damper 212. The pressure path 204 operates between a first end 214 of the chamber 202 and a second end 216 of the chamber 202. The energy storage device 208 is in fluid communication with the pressure damper 212 and the second end 216 of the chamber 202. The pressure damper 212 reduces the rate pressure is communicated in the pressure path 204.
