Provided are a wire gripper and a wire cutting tool, wherein the wire gripper is easily attached to a wire. This wire gripper comprises: a first member that has a first contact surface contacting a wire; a second member that has a second contact surface contacting the wire; an oscillating member that is linked to the first member in a manner allowing rotation around a first axis, and is linked to the second member in a manner allowing rotation around a second axis; and a first engaging part that can engage with a gripper raising tool. The first engaging part is positioned below the first contact surface and the second contact surface.
