A light emitting method, a device and a scanning system, the light emitting method comprising: emitting a light pulse sequence (S110); changing the propagation direction of the light pulse sequence so as to scan the surrounding environment (S120); on the basis of the scanning speed of the light pulse sequence, controlling the emitting frequency and/or the emitting power of the light pulse sequence (S130). Thus, a high scanning point cloud density may be acquired under the condition that a laser is safe for the human eye.
