Provided are topical dosage forms and formulations of chloroprocaine, including gels and ointments, which are effective for safety and efficacy, are chemically stable, and physiologically balanced, and methods of making and using them. These dosage forms and formulations are particularly useful for ophthalmic treatment or for ocular abrasion or trauma based on its tolerability and pharmacokinetics.
