Discrete, individualized carbon nanotubes with targeted or selective oxidation levels and/or contents on the interior and exterior of the tube wall are claimed. These carbon nanotubes may have little to no inner tube surface oxidation, or they may have different amounts and/or types of oxidation between the inner and outer surfaces of the tube. These new carbon dioxide nanotubes are useful for electromagnetic and high frequency shielding applications, especially where the shielding is essentially constant over a relatively wide range of frequencies. Additives, such as plasticizers, can be used in the formulation and formulation of elastomeric, thermoplastic and thermoset composites to improve mechanical, electrical and thermal properties.
