SOLUTION: A radiation irradiation control unit 10 irradiates a nanopowder 10a containing molybdenum 100 with a radiation R. The RI growth controller 11 leaves the nanopowder 10a irradiated with the radiation R for a predetermined standing time. The RI dissolution controller 12 can dissolve technetium 99m in the nanopowder 10a in a state where the nanopowder 10a left for a standing time is put in a column filled with an adsorbent capable of adsorbing the nanopowder 10a. The solvent S is flowed in to separate the solvent in which the technetium 99m is dissolved from the nanopowder 10a. The purification control unit 13 purifies technetium 99m from the separated solvent S. The drug manufacturing unit 14 bonds the purified technetium 99m to the drug D to manufacture the drug I for nuclear medicine diagnosis. [Selection diagram] Figure 1
