PROBLEM TO BE SOLVED: To efficiently recognize a marker even if there are a huge number of marker candidates to be recognized in an image captured by a camera mounted on a flying object. A geographic coordinate estimation device 15 includes a memory 30 in which a marker management table 31 having a plurality of marker data including marker geographic coordinates is stored. The geographic coordinate estimation device 15 includes the processor 20 and, among the plurality of marker data, the photographable marker data relating to the photographable marker within the photographable range of the camera 61 mounted on the flying body is set to the first geography of the flying body. By determining based on the coordinates and recognizing the photographable marker in the image photographed by the camera 61, the image coordinates of the photographable marker in the image are obtained, and the marker included in the photographable marker data is obtained.
