Problèmes liés à la nomination et à l'évaluation des présidents de sociétés d'Etat au Québec

This article presents the various types of appointments for the presidents of the state-owned companies in Quebec. It depicts the status of the senior personnel according to three ereas : before 1960, from 1960 to 1975 and after 1976. We observe the transition from clientelism to a system much more geared to the governments' main orientations. However, two problems remain, namely that of the government's control and the means of control to assure the implementation of those orientations. One of those means could be the control of appointments of the companies' senior officials : this requires nevertheless a sophisticated process of performance appraisal of the companies and their presidents.
