The institutional balance of the EEC was and is still based on two options : integration or cooperation. The original System, as established by the treaties, created a compromise between these options, centered on the bicephalous leadership of the Council and the Commission. In the absence of an institutional counterweight to this leadership, there was a system of a confusion of powers. Little by Utile, a new balance was nevertheless established, patterned by the confrontation of the two options. Simultaneously, the confusion of powers evolved into a System of séparation, adapted to the community situation.
