This is the seventh approach concerning to the captioned title. In this paper, I especially intend to describe the direction and its framework of the learning support system for adults and the comprehensive restructuring of the whole education system including it.The main remarks are as follows.(1) To solve the present problems of education in Japan, it is necessary to reconstruct the whole education system including adult education system in communities, for it is impossible and limited within only reform of the schooling system for children.(2) The necessity of the reconstruction, therefore, itself means the theme and direction, named "vertical and horizontal integration", of the idea for Lifelong Learning to be realized. But, regrettably, such the theme and direction have been scarcely pursued purposely at least until present time (separating proceed in schooling and social education reform).(3) On the other hand, it can be seen that the sum of the tendency to the reconstruction of whole education system and its direction of each partial endeavors are becoming to the energy to enhance it.(4) The point of view, "comprehensive education management for communities" is the very important strategy to realize the fusible structure with schooling system for children and adult learning support system based on communities.
