Final Report of the Degradable Plastics Task Force

During the 1989 session of the General Assembly, several measures were consideredto mandate or otherwise promote the use of plastics with enhanced degradability, especially those using cornstarch as the agent facilitating the material's degradation. By the end of the session, the General Assembly enacted several pieces of legislation related to degradable plastics, most notably Public Act 86-778, the Agricultural Commodity-Based Plastics Development Act, and Public Act 86-776 creating the Advisory Task Force on Degradable Plastics. The Task Force believes the report accurately reflects the facts and opinions presented at its several meetings and provides a fairly objective treatment of the issues. Much of the report is based directly on Section 5.5 of the February 1990, USEPA Report to Congress, 'Methods to Manage and Control Plastic Wastes.' The major findings of the Task Force are included in the report.
