Variable Bit Rate Video Coding

摘要

The increasing demand for video services, from videotelephony andvideoconferencing to the more complex high definition TV, are pushing for a new network able to satisfy broadband services demand: the Broadband Integrated Services Digital Network directed to the support of a wide range of services in the same universal network. The network uses the Aysnchronous Transfer Mode based in the concept of packet transmission which enables Variable Bit Rate information flows. The application of the variable bit rate capability to video coding, until now constrained to Synchronous Transfer Mode, opened new horizons to video communications. Among the new possibilities offered is constant quality video coding, an ideal property of video communications. The thesis approaches the new capabilities and opportunities offered to video coding by variable bit rate coding. The work is to be integragted in the more general effort of defining the future Broadband Integrated Services Digital Network services, a fundamental step to its success.
