Interim Evaluation of the Single Family Property Disposition Demonstration

This report evaluates the Department of Housing and Urban Development's (HUD's)Single Family Property Disposition Demonstration, which was established in August 1990 to test an alternative strategy for reducing HUD's inventory of single-family homes. The Demonstration sells at a discount properties within target neighborhoods to selected local government agencies and nonprofit organizations. These sponsors rehabilitate the properties and sell them to low-income families at an affordable price. The Demonstration is intended to reduce HUD's carrying costs (including maintenance, property insurance, real estate taxes, and damage caused by vandalism) for these properties. The Demonstration also seeks to increase homeownership opportunities for low-income households and enhance the stability of distressed low-income neighborhoods by converting vacant homes to owner-occupancy. While it is too early to draw firm conclusions about the effectiveness of the Demonstration, the available evidence suggests that it has been successful in advancing its stated goals.
