The Studies of Education Reform project was initiated by the Office of Education211u001eResearch and Improvement, U.S. Department of Education, to examine the 211u001eimplementation and effects of twelve significant education reform strategies, 211u001eincluding student assessment, parent community involvement, uses of technology, 211u001eand early childhood services. Twelve research projects were funded to analyze 211u001elocal examples of successful implementation of reforms, to inform practitioner 211u001eand policy audiences. This research on early childhood reforms was conducted by 211u001ethe National Association of State Boards of Education and the Harvard Family 211u001eResearch Project. The project design involved analysis of past research and 211u001erecent policy trends and the preparation of seven case studies of local early 211u001echildhood initiatives. To reflect the diversity of providers of programs for 211u001eyoung children and their families, case study sites included Head Start grantees, 211u001elocal school districts, and child care agencies.
