Integrating the Nation's Environmental Monitoring and Research Networks and211 Programs: A Proposed Framework

Environmental monitoring is the foundation for the scientific information211u001enecessary to make wise decisions key to meeting the twin goals of continued 211u001evigorous economic growth and preservation of our magnificent natural heritage for 211u001egenerations to come. Environmental monitoring must also be available to the 211u001epublic to inform them and facilitate their participation in our democracy. The 211u001eknowledge we gain from improved monitoring of our rivers, forests, oceans and air 211u001eis the knowledge we need to make informed decisions. This understanding is one of 211u001ethe pillars of our bridge to the twenty-first century. This report proposes a 211u001enational framework for integrating environmental monitoring and related research 211u001eon the Nation's ecological systems and resources. The framework links systematic 211u001eobservations and monitoring of ecological systems and resources with predictive 211u001emodeling and process research. This linkage will provide the information needed 211u001eto improve documentation of status and trends in the ecosystems and natural 211u001eresources of the United States. Integration of our environmental monitoring and 211u001eresearch networks will also provide the knowledge base required for selecting 211u001emanagement approaches that ensure ecosystem and resource sustainability.
