This report responds to the request that the managers continue to monitor the211u001eImmigration and Naturalization Service's (INS) efforts to initiate and complete 211u001eremoval proceedings for criminal aliens through its Institutional Hearing Program 211u001e(IHP). In 1997, they testified before the Subcommittee that INS needed to improve 211u001eits efforts to identify potentially deportable criminal aliens in federal and 211u001estate prisons and complete the IHP for these aliens before they were released. 211u001eThey based this conclusion on our analysis of date provided by the Federal Bureau 211u001eof Prisons (BOP) and five states on potentially deportable criminal aliens who 211u001ewere released from their prison systems between Arpil and September, 1995. INS' 211u001eExecutive Associate Commissioner for Programs told the Subcommittee that INS had 211u001eimproved program operations since 1995. In response, the Subcommittee asked them 211u001eto review program performance during 1997.
